The Autumn Council

Venturia's governing body: eleven seats meant to balance the powers that actually run the island — the harbors, the guilds, the temples, the canal-folk, the Academy, and the Watch — with one seat left empty. In practice it is a chronically deadlocked chamber where nothing moves without long negotiation, tolerable in calm years and catastrophic in this one.


Composition

Eleven voting seats: two Harbor-Lords, two Guild-Masters, two Temple Authority representatives, the Master of the Tidekeeper's Lodge, the Archmagister of VAVA, the Primo Navigante of the Ferriers' Confraternity, the Watch Commander of the Fog Wardens, and an honorary seat for the Signore of Venturia that has stood empty for as long as anyone living remembers. The Council Chair rotates each year among the Harbor-Lords, Guild-Masters, and Temple Authority.


How It Votes

A simple majority of six carries routine business. Weightier matters — emergency powers, significant taxation, or any sanctioned entry into the fog zone — require a four-fifths majority of eight. Overturning the standing laws of the city's founding charter takes a unanimous vote.


The Gridlock

Because the faction blocs must move together to pass anything, and the unaligned members can't carry a vote without them, almost nothing happens without extensive horse-trading. In ordinary times this is merely frustrating. With the fog behaving strangely and people disappearing, the chamber's inability to act quickly has become the city's most dangerous liability.
