Character
People come to the High Quarter for education, patronage, contracts, performances, and decisions made behind expensive doors. Its streets are cleaner than the Market Tiers and quieter than the Harbor District, but the calm is political rather than peaceful.
The district's social codes are dense. A mask, invitation, surname, or school tie can matter as much as coin.
