The Harbor District is the lower city: docks, warehouses, ferry houses, tide marks, sailors' shrines, and families whose loyalties run deeper than any Council vote.
Venturia's wealth enters through this district before it climbs the hill.
Character
The Harbor is loud until it suddenly is not. Cargo crews shout over gulls and bells; ferriers go silent under bridges; tidekeepers watch ships with the air of people who know that some arrivals should not be celebrated too soon.
The district's politics are old, practical, and personal. A favor at the docks can matter more than a signature in the High Quarter.
