"The water knows. It's been restless for months."
Primo Navigante of the Ferriers' Confraternity and an Autumn Council member of uncertain age — sixty or eighty, the canal-light makes it hard to say. "Old Maren" is the only name she'll answer to. She earned mastery improbably young, completing the Blind Navigation faster than anyone in living memory, and has led the Confraternity for over twenty years.
On the Council
Deliberate in everything — her words, her silences, the unnerving beat she leaves before answering, as though waiting for something else to finish speaking first. She tells the chamber that the trouble begins in the water, not the streets; the Confraternity has already pulled its boats from the routes that run too close to the old waterways.
