A commanding man in his late fifties, weathered and silver-streaked, who rose from ship's captain to fleet owner through skill, ruthlessness, and well-judged marriages — and who can put on a "simple sailor" act whenever it suits him. He forgets nothing said in front of him.
On the Council
Blunt and relentlessly practical. To Teodor the crisis is first a commercial problem: frightened people, idle ships, suffering trade. He'll fund almost anything — the Watch, the Academy, hired problem-solvers — if he's convinced it will work and get the harbor moving again.
